The rollercoster starts with KE because it is moving. It has very little GPE because it can not fall any where. At Point 1 it has the most GPE because it is at the highest point. It has no KE because it is not moving or going anywhere and not speeding up. At Point 3 the GPE is increasing because it is going higher but not at the highest point. It has decreasing KE because it is still moving but slowing down. And at Point 6 it has very little GPE because it is at one of its high point but not the highest point. It has medium KE because it is on the tip of the low point and it is about to go down and gain KE but it also had KE on the way up the incline. As the KE goes up the GPE goes down and as the GPE goes up the KE goes down.
